That's because regardless of whether Heihachi or Kazuya are selected first... if they're teamed up with each other, Heihachi's default sub boss will be Devil whilst Kazuya's default sub boss will be Jin. Other methods of triggering this are if Heihachi is chosen as the second character in his teamup with his partner and his or her sub boss is Kazuya, he will instead fight Devil as his sub boss. And if Kazuya was chosen second in that same scenario he will be assigned Jin as his sub boss.
