This overlay is made by an app called RaceChrono, which I use to record the laptimes on a phone. You can connect a gopro to it and then start recording both the timing and the video from the app. Afterwards you can export & upload this kind of overlaid video directly from the app. On some of my other videos, like the last one from Ahvenisto (13.6.2023) I've just used the gopro's GPS for recording and Dashware to later create this kind of video with gauges.
