As per clause 209 (10) of PO Guide part 1: General Prohibitions. - The transmission by the Inland post of the undermentioned articles is prohibited:- (10) All classes of articles of the letter mail of which the whole or a part of the address side has been marked off into several divisions intended to receive successive addresses. So it will be returned to sender normally. C is answer.
