If you only want the core game for pvp, no, core guard is still the best support ever in pvp and you can do well with a lot of core classes. If you want to high level pve, then you need to buy at least the DLC's, so " pay2win " means buy the game. And mostly in this game, you can pay to skin, or pay to go a bit faster, like you could have on day 1 a full ascended armor ( best in the game ) but to be honest, it won't take too much time to get once you've reached lvl 80 (max). And btw, if you only want to pvp, you don't even need to reach max lvl, when the game let you access to pvp, you can go, make a full build in pvp lobby, and you're good to go !

Nice, I've had some success with this build also, with very slight changes to pet options but it does still work very well at this level.
