The panels without gesso on it including the hardboard panels that I made , I will sand it down lightly to roughen up the surface and apply a thin layer of PH neutral PVA adhesive or Gamblin's PVA size. You don't have to apply the PVA glue, but I like a little bit of a barrier between the panel and the gesso. After the gesso is applied and sanded between layers I will apply a final layer of Gambli's ground on top of the gesso.
