so what is the expert level take away from this game? as a novice it appears that white was unable to capitalize on his material advantage and black saved a losing position that black created with a questionable rook sacrifice. Thanks.
Interesting question. Both are great players on their own rights. I would say white insisted too much on a king side attack. Particularly Rh3 and Rf3 seemed a bit artificial. To me he should have played on both sides of the board. He did literally nothing on the queenside. And also if you can play like Moro you can indeed play dubious openings, sacrifice an exchange and live to tell about it.
Black sacrifices an exchange in this variation to get complete dark-square control. Sometimes, if white is unable to capitalize immediately via engine moves then black gets a better position because his dark-squared bishop sits on e5 and is a monster on all sides of the board.

He just wins a pawn when he's an exchange down. You better not trade queen in that spot
