Actually small portion of Shia prefer to run.
Why? Reason simple, their fathers, husband or son already cross lebanese border. Because they was Baas member, high rank officials, El Muhaberat (secret police) employees etc.
They just going after those criminals, that’s why they escape because their crimes

The Arab states often look to the West as a partner in advocating for women's rights and democracy. However, this raises questions about the consistency of such advocacy, especially considering the West's silence during the tragedies of the Syrian war and the devastating events in Gaza. At times, the same countries advocating for change have been accused of indirectly or directly supporting actions that undermine these very principles. Perhaps it would be more constructive for representatives to first address their own nations' involvement in these conflicts before extending lessons to others.

The Shiites are not innocent ...they fully supported Asad's genocide of the marginalised majority Sunni population which comprised of 80 percent of the Demography of Syria .The Alawite Shiites sided with the Asad family for 50 years and participated in the civil war in Syria on the side of Bashar Asad , Hizbolah and Russia against the Sunni majority.
