for the one on the right (just called neurosama or neuro) her tts is a standard microsoft tts
for the singing I don't know how vedal (the creator of the AI's) does them but it is using AI tooling
what the twins say is entirely controlled a local LLM (think something like chat GPT)
the chain is like this
LLM makes text
TTS turns text into speech, along with the Vtuber modal moving with the audio
