Just have one light on represent one the other light on represent 2 both lights on represent 0 now you have a display that can represent ternary numbers without rotating it.
You do realize that with rotation this display creates 4 different configurations of two segments, and 4 x 2 = 8. So you just re-invented the 8-segment display but worse.
They already invented a 2 segment display using rotation centuries ago. They called it clock.
