GOD ROLL statistics are based on data from myself, SomeOldGuyinHawaii(HASHTAG)1019, and lootlemon. Therefore, damage numbers may be subject to changes with any future updates!
It's also worth noting that the damage output values can also be affected by the character's skill trees, class mods, and artifact bonuses, as well as the enemies being fought, so the values provided are an approximation and may not reflect the exact damage output in every situation.

- How to avoid the 30 minute wait time / why the Black Market is no longer there?
There is a 30-minute (actual game time) cooldown, you can avoid this by staying on the map, and then it will change every 20 minutes or so like a normal vending machine (and it is in sync with them, so you can check the time until the contents change in any other vendors). - Guns aren't on Level? Significantly lower level than you are?
It's likely you don't have Mayhem Mode active! If you don't have it unlocked yet you can bypass that by playing co-op where the host has it active, and you are playing cooperation.

I checked the vendor and all the stuff was level 9 for me and the machine disappeared after I reloaded the area on mayhem 11
Looks like you triggered the 30-minute cool down (actual gameplay time) while playing in normal mode, in Mayhem modes the gear will scale to your level, but in normal mode it stays around the level of the enemies in that area
