The effect last about 1-2 months. The sponge however is permanently softened and more springy. I usually boost, wait 2 months, take it off, reboost and play till it's dead.
Putting a layer of glue first will give some protection to the sponge so the booster doesn't damage it that much and the sponge can last a couple more cycles of boosting, but that also means the sponge is not absorbing all the booster, so your boost is less effective. So if you want to sacrifice a little bit of performance in exchange of a longer life of the sponge then put a layer of glue on it first, but if you can afford it and just want the absolute full potential of hurricane 3 you should put booster directly on it. But in the end, it all comes to personal choices, everyone do it differently and some people may not even like boosting it too much for many reasons. So experiment it yourself and apply the way that feels most comfortable for you

Depends on the H3. Neo has a pre applied layer so you can boost directly, non neo doesn't so you have to put a layer of glue first. I don't bother recommending non neo H3 unless you are using voc speed glue.

If i use haifu regular and only do two layers should i do one layer booster, wait 2 hours. another layer, then glue onto blade?

Should I get a H8-80 37 or H3 Neo 37 for my backhand? I plan to boost with one layer of Haifu Seamoon and put on Vis SALC?
I like H3 37 more if you are boosting.

I always boost my BH H3 37 or 37.5, same process as this one.
