The point of having a swimming cap is to keep your hair dry but submerging it into the water doesn't get it to keep your hair dry when swimming

No.......a swimming cap is also meant to prevent your hair from falling in the water.
It’s also for swimming faster though water might just make it slip off your hair and make it wet
It’s also to prevent someone’s hair from getting in the way of swimming especially in competitive swimming
It's freshwater not chlorine water chlorine water dries out your hair freshwater doesn't do anything it's just to get it on easier
