The longer answer is in this song Eb is the flat 6 of the key center G which is a very common chord to create tension with, Eb is also the 3rd of a C minor chord which in the key of G is the "Minor 4" - google Minor 4 chord and you'll see it's one of the most widely used chords in all of recorded music outside of the 4 chords 1, 5, 6, 4. C# would be a similar answer but in this key is generally used as a leading tone in some sense to D. In classical theory in the key of G - A major (A, C#, E) would be considered the V/V 5 of 5. D being the 5 chord of G and Amaj acting as a temporary 5 chord of D. This is undoubtably not the most eloquent way to explain this but maybe it helps.
