-8 cannot be represented in four bit representation thus the formula for the range of representation of positive and negative numbers is wrong.
It must be
-2^(n-1) -1 to +2^(n-1) -1

The formula Sir has used is right. Our range of 4 bit in 2's complement is -8 to +7, now +8 is not included in this range so we can use its binary representation to represent -8 as 1000.
