Mike Bocchetti, the guy who plays the president, does actually talk and act like that naturally. Unsure if it's for a specific health reason or if its just a bit he's been doing for years, but he's pretty cool!
He's actually got an issue [I forget specifically what], but he plays it up for laughs everywhere he goes, and has been featured in the past on the Howard Stern Show, and Opie & Anthony, as well as The Artie Lang Show's announcer. Wonderful person, and hilarious comedian! Definitely try to see some of his stand-up whenever possible!
President Jimble here is played by comedian Mike Bocchetti. He's a stand-up comedian and used to be on the short lived live version of The Artie Lange show with actor/comedian and former Howard Stern co-host Artie Lange.

Apparently they really wanted Chris Chan for the president but he went to prison like just beforehand. They also wanted him for Grease Puddle but they ran out of cameo budget due to pushing the grease puddle role off since it's very likely it would've been leaked given the nature of Chris Chan's life. President Jimble was actually played by a standup comedian who gained a lot of popularity on the Howard Stern show.
Where did you hear that they wanted Chris Chan for the president? Zach Hadel has talked about being a fan of Mike Bocchetti who played the president for a long time. Chris Chan was already in prison when season 1 premiered in 2022, a long time before they even knew they'd be getting another season, and got out of prison in March 2023. I can see how the concept for the character would have started as "what if Chris Chan was president?", but I don't think they ever planned to actually get Chris Chan to play the part.
they decided against chris chan as the grease puddle not because he would leak info, but because they already booked max cameos and adding chris chan would require using him in more episodes which they did not want
