i cannot get it this smooth in FCP when i slow it down. Am i doing somethign wrong

look into something called optical flow. good luck!

how did you slow down to a half od the speed and then uploaded it again in 4k 60fps?

This clip looks smooth as hell in my non retina non apple windows 7 ultimate 64bits dell laptop 17.3'' on the microsoft edge chromium browser. So, i bet you're doing something wrong.

Doesnt look too impressive on my 15'' retina display in 4k full screen :/
