Bro diesel is not refined as much as petrol.. They pollute more than petrol
Technically, diesel pollutes less. They have higher particulate matter in exhaust and hence discouraged. The government should be fuel agnostic in some way.

When it comes to their chemical composition, both Diesel and petrol are hydrocarbon fuels, but the ratio of carbon to hydrogen is higher in Diesel as compared to petrol and hence for the same mass of Diesel and petrol, Diesel will emit more of carbon dioxide and carbon monoxide. This is why Diesel is considered more polluting as compared to petrol.
