It was said in titan tvs fight and titan drillman fight he was holding back most likely heavily with how we saw him fight before the TV titan is not stronger than drill titan also the drill counter had was unupgraded drill titan and it still drilled through titan tv man's core
The only way to kill counter is to break his core,since uts has a very destructive core blaster if he hits his core he could probably easily win
He still hasnt even shown feats aside from destroying a bunch of those 1 eyed dogs as of right now he loses

Short answer: no, he gets destroyed by counter
here is my take on this battle
the cyclops toilets and counter titan, both of these have something similar, the cyclops helmet is the same material as the counter titan, as even utcm's destructive ray could only chip at it slightly, but when utsm came in his powerful blast and lasers destroyed them all. if you don't know how powerful utcm's destructive ray is just watch what it did in episode 20 of the multiverse, it tore the scientist titan mech to shreds having him teleport away again. utsm is faster than the counter titan and more agile, his lasers would be able to cut through the counter titan, even if he were to regen, it would have the same effect as the clock, as all he would have to do is slide his arm vertically or even horizontally to cut the counter titan.
