how do you know which stitch you use to make the gauge swatch? I am stuck because it says over pattern but I don't know what that means. This is my first project where i am making a swatch.

I would work it up in the most common stitch mentioned in the pattern (if it doesn’t say what stitch in the gauge definition, normally it does)
