bener banget, cuma kalo kakak ke warmindo di Dipatiukur bandung, ada org mirip preman tapi ngamen, kalo dibilang gada uang, atau kita geleng atau bahkan blg minta maaf karna ga kasih, dia bakal terus nungguin sambil ngeliatin. aku sering ke warmindo itu, dan emang "mereka" karna beda beda orang, seperti komplotan pengamen gitu selalu begitu. semua pelanggan ditagih dan diliatin sampe kasih mereka uang. padahal tempatnya nyaman ya warmindo nya, cuma trauma bgt (walau emg ttp sering kesana, berharap mereka ga dateng)

You need to be smart when interacting with beggars and strangers. It's a huge city with more than 10 million people.
in Jakarta it is still good if you walk at night but if you are in Jogja Indonesia be careful at night many bad people look for victims to rob and injure

It's true, Islamic law is not the main basis of Indonesian law. But Indonesia is Moslem majority, Halal law is mandatory for foods here to serve the Moslem population. So it is safe and easy for them which also Moslem to find halal food everywhere in place like Jakarta. As far as they not going to non Moslem region like Chinatown or Bali, there's sould be no problem.

It's better to be thoughtful when meet the street singer, seller or even beggars. You can deny giving them money by saying 'No' gently or use gesture. Otherwise you can give them small amount of money (less 0 better, like 1000/2k/500). That is for saving money because you was traveling and need money too.
