Panganiban Street, sad to say is permanently closed to all kinds of vehicles and is used by CCMC as their parking areas for doctors and other purposes. And they claim one outer lane of the N. Bacalso Avenue for their exclusive use.
The R. Palma Street neighborhood area is the real sanctuary of thieves and other forms of criminalities that go to Plaza Independencia to hunt for their preys.

I thought Panganiban is just temporarily closed due to the ongoing construction of Cebu City Medical Center. Thanks for the info. God bless!
