As someone that has been to a large number of japanese style concerts for vtubers and anisong artists both in JP/NA these hoo'ing sounds drowned out a lot of other things people were trying to do in between songs. The hootin’ and hollerin’ thing is just another way of making noise to display our appreciation as an audience, like clapping our hands or stomping our feet. It’s also a bit easier on the vocal cords as opposed to screaming, and it’s especially a sensible option when you can’t easily give a round of applause because you’re holding penlights. Thank you for translating this!
tbh I didnt understand either why they did that sound, for real they sounded like gorillas lmao And yes, thats the enthusiasm you get after finally getting an irl concert of your oshis after years of watching the japanese one
Shouting "wooooo" after every performance is a throwback to the first American vtuber, Ric Flair. (That sound is a unique Americanism, it came out because the average person in the audience is college age. It's much more common at sporting events for men or boyband concerts for women.)
I'm not quite sure the chant itself has a specific name, but it's been around for a very long time. IIRC it originated via American Football in the late 80s and kinda became a cultural sensation over time. I'm 28 and I can say pretty confidently that I've been hearing it in some way over the course of my entire life.
You can hear what she's talking about in the free portion of the preview. While waiting for the show to start or in between songs, the crowd in the background will chant "HOO! HOO! HOO! Its actually rather strange and amusing to hear it in an idol concert since you usually hear these chants in a baseball or an American Football game to hype up a team and/or intimidate the opposing team.

From what I understand, the "HOO HOO HOO HOO" thing originally started during Mint and Matara's panel in Offkai 2024, which quickly spread to nearly every live vtuber panel/concert following that. The audience would break into HOOs whenever something exciting happened, or between songs, like Suisei mentioned. I can only assume that this is a sign that the trend has spread to JP.

The woah woah woah I think she is referring to the Gorilla Ape mode the fans have newly upgraded with FOR SOME REASON. I don't even know myself why suddenly we're going Ape mode in our cheers lol
In case anyone is still wondering, the "Oooooooo!" and other such chants are just the way we keep the hype and energy going. It's also very common at sport events from High School and beyond. There's always a "Make some noise!" section at games and that's the easiest way to do it.
“SPARTANS!!!! WHAT IS YOUR PROFESSION??!!!!!”
I dont think shes ever heard a usa chant in the wild
I also found the crowd doing those weird tribal sounds between songs interesting, oonga boonga 😅
