So what is the technique to lunging off an edge and pulling your chute? How do you get that forward momentum right off the jump? I’ve never been able to do it.

You only need a little space to make the lunge. Try practicing the timing at a the ledge of a rooftop. Just sprint a little bit (only a tiny bit), dive and pull your chute. Once you get the timing right you'll be able to pull it of from mountain ledges and stuff as well. Good luck mate!

You're right when you say for casual players it would be so annoying I've played this game for years and only tried Warzone about 3 times. It's impossible, so I won't be playing the new game. It's a shame, but it is what it is. Oh, and why would they stop cheaters when they probably own the companies that sell them? $100 once for the game, then $40 a month for the cheats - good business.
