Given how you said evil your twin sister has been all along, there are two things wrong with this story. You should've changed the policy owners to both you and your sister's names. Once court ordered, she can't chose to just not follow it. Something is missing here.
She can not change the benificery if she is not the owner of the policy. Most likely the mom or the sister was the owner.
