Because 98 percent ficidudial limit means we need 2 percent level of significance but the table has 1,5 and 10 percent.We know that value at alpha level of significance for single tail is equal to value of 2alpha level of significance for two tail.

Exactly 98 percent ficidudial limit mean 2 percent level of significance which we do not know for two tail from the table to used so used the value of 1 percent for single tail.This is rule.
