You can summon on frag banners, best ratio is under 2 gems for 1 frag, so do the math when you see the banner, for example if you spend 180 gems to get 200 frags, then that's a good deal .... Otherwise, it's just about saving, don't put frags on step up units, and try to only lvl 80 bounty fests, there's no need to max them out tbh
