If Google/TH-cam actually cared, instead of sitting on their butts because they have a de facto monopoly, they would:
1. Allow intros to be saved as a separate video which plays before the actual video plays. This would save both server storage space and bandwidth.
2. Allow users to set a flag for a channel saying to skip such intros. Because you've already seen it dozens of times and don't need to see it again.
