Big improvement over the MY2018, where you can't run the car while having it plugged in to use any HVAC. The only "get around" I found was to turn the car off, lock yourself inside and then activate the WiFi phone App and run a heating/defrost cycle, which just cranks it up to 11 for the next 10~30min. Bad part is you have no control over the temperature setting, and opening any door immediately cancels the whole operation. As an addendum: does this same design work during CHAdeMO DC fast charging?

batteries dont like either too hot or too cold temps. both impact the charge times and range. Easiest test, when its below 10 in winter try charging your phone from say 30% to 80% note the time down. Now try same test while inside your warm dwelling. You will see the difference right away. Once charged to 80% take your phone outside start watching some videos see the charge drop in 30 mins and try same activity inside your dwelling same videos etc. when phone is warm, you will get your answers, easy test without needing to even own a phev. Vehicles have battery warmers/cooling systems built but to run those need source of energy it either comes from battery itself or gas, so all in all things get impacted by temperature for charging times and range.

Though the Mitsubishi’s website advertises a battery heater with the 2023 Outlander PHEV, owner’s manuals may indicate that the battery does not come with a battery heater. If a vehicle’s battery is too cold, the absence of a battery heater may prevent the vehicle from starting up or turning on even the ICE. Thank you. I haven't found an owner's manual online for the 2024 to check on this. I'd appreciate your opinion on this. Cheers.

Yeah, the big transformer thingy at the male end of the plug is quite robust and waterproof. All the same, I actually made a small wooden cover for mine, as it has to sit sort of close to my eavestrough and I didn't want it to freeze to the ground. But I definitely wouldn't worry about it getting rained/snowed on. The "car" end of the cable is pretty standard plastic and clicks into the port nice and snug, though there is no other covering for it (which is the same as any other electric/PHEV I've seen). I went online and got a fabric sort of sock cover that shields the whole charging port and the cable, just to keep the snow out of it, it was like 30 bucks.
can the outlander pHEV run heat or AC without charging the battery without turning on the engine (assuming the "drive battery" is 100% full) kinda of like the Rav4 Prime (room mode) ..
depends entirely on how expensive electricity is where you live but 2 bucks a month is ludicrous unless you can charge it for free 95 percent of the time. where I live, electricity is fairly pricey (around 25-30 cents/kWh CDN) so a full charge is right around 5 bucks give or take. still much cheaper than gas and once a week or so I can usually find a place to charge it for free or cheap.
You can definitely turn the HVAC on from the app. But there's a catch: under -15C the heat pump won't start, so if your vehicle is outside you will get to it and it will be freezing cold inside. The car doesn't have the ability to automatically turn the engine off to produce heat if the heat pump is unable to work (as mentioned, under -15C).

This alongside the fact that this vehicle won't start at all when temperatures are below -27C makes me wonder how on Earth Mitsubishi engineers thought this could be a suitable car for Canadian weather (ask Albertans and Manitobans how many of them got stranded because of that during 2023/2024 winter season).
