From what i understand one of the rules for raiding is the target must be online/playing, and they had a set time for raiding people's bases to give everyone time to build/rebuild so nobody would be raiding nonstop the same house. Anywhere outside their base/territory are free zone, they can kill on sight if they want to. Suisei was probably on one of her hunting sessions when she met Polka.
