I encountered Ho-oh three or four times in the wild before I fought the third gym while grinding exp, two-to-one shot it every time with Primarina, with no trouble. I think Ho-oh hates me and my Primarina now. I'm still grinding my Gardevoir, Lucario, and alolan Ninetales to lvl 50. Bug catcher Allen on the pathway to the graveyard is who I grind off of for that. Once my team is all lvl 50, imma start actually heading down route 8.

As he is user of Will o' whisp or sacred flames, with his ability regenerator he could be a really good stall pokemon taking in count his decent ofensive stats plus with the move hurricane he could be devastator to enemies, also this pokemon has such an really high trading value! So for those with free time you can get a good trading pokemon if he's over 5x31 or 4x31 on the right stats!! Don't tell bozoTahlo but... There's an easier way to get over tinbelltower into the cargo machine for Ho oh's spawn!
