Yes she could, running away is childish, disrespectful and insulting. Since he mustered up the courage and risked rejection to propose to her, she should have mustered up the courage like a sensible grownup to decline, instead of taking flight. Though I don't believe that proposing is courageous, it's a stupid mind game women use to test men to see if they're willing to take it a step further to the detriment of their dignity.
