No, you should always use primal to secure single kills instead of going apeshit in the middle of the enemy team. While this guy gives good advice for beginners most of the time, please just completely ignore the 2nd tip he gave in this video. You won’t be able to accomplish much by slightly disturbing the positioning of everyone on the enemy team, but making sure you secure picks through your overwhelming health advantage of your ult is just the straight up superior way to use it. Pros do it because it works. If pros use it against other pros, you should be able to use it against less experienced players even more effectively
