They don't want to. But if employers are only going to offer you a job if you speak English fluently for a job that does not require speaking with Foreigners, then what options do you have ? I don't need English to communicate with my fellow Indians, but Indians themselves speak English with each other to show their fellow Indians that they are superior. Nowadays, it is wearing off, because their Prime minister spoke only in Hindi, mostly understood by all and used English only when required. India, someday will have to abandon English as a language of commerce in India.
