So in the UK my former secondary school friend was knocked down exactly like this by police after him and an older friend stole a motorbike, went joyriding and then decided to rob people in our town. My former classmate, then 17, was severely injured and couldn't walk for half a year. The police was sued, him and his friend faced no consequences, and the compensation he got pretty much meant he didn't have to work for a good few years. That is British justice for you.
