It's not underrated, it's a disappointment. There are some things I liked in BN4 (The Double Soul system which I liked more than Style Change, fighting mutliple navis and the music) but I can understand why many called it bad despite it being the highest selling BN game out of the main 6 GBA installments.

It's fine if you like it but BN4 has a bunch of problems. Beating the game THREE times to complete it, the Tournament scenarios, the battles involving Nebula, the ending and others I haven't mentioned. I love the most of the music and Double Souls but they don't outweigh the problems.
Running into Aquaman/Gutsman Beta as a random battle in one of the ACDC areas and just instantly getting wiped from the game because you only had like 200 HP and their attacks basically 1-2 shotted you oops hope you saved

I agree with you yeah. I think the arpeggios at the beginning bear similarities to some of the hidden legendary fight themes in the Pokemon games, which is why this theme when heard feels like it should be for a secret boss.
The tournament has a slower, serious tone, this one is fast paced with a tone that sends out the message that a powerful enemy has approached. You must Unite with the friends that you have Linked your Soul with to take down this foe while taking care to resist the evil power of your Dark Soul.
Of all the battle network boss theme this is the one that get stuck in my head all the time. And battle networks music is good over all so that saying something

and i don't exactly know why but this boss song is disliked when they start listening to the "tournament battle" theme, i agree with them, it should have been the main boss theme, but then i started thinking, tournament battle would fit better instead of this boss music, but then it wouldn't fit for the harder bosses... so it would fit more for a "miniboss" song, this boss theme (in here) fits more for the harder bosses, since the music is fast paced, which fits the fact you have to think fast while battling them, and if you do something wrong you get in 1 hit left until you die, meaning you have to make strategies and stuff really quick, which makes me think why this music fits perfectly, except for the easier bosses
+Megamando Honestly, this fits more for your average boss fight. It has more of a sinister side to it and you feel like you have to win or die, whereas the Tournament Battle theme makes you feel like it's just a competition.
I think all of the BN series was great. People say the formula of the game plots and battle didnt change that much. I mean we all could say the same thing about Pokemon but I dont see Pokemon getting hate. The only real change to the entire series came in X and Y and beyond which after 17-18 years they added a huge piece to the series besides breeding and IVs and don't even get me started on COD.

When you look closely to what the npcs are saying the logically fallacies add up, like how the whole tournament started just because the netbattling was illegal until now which makes no sense. Don't get me wrong every battle network game has some eyebrow raising moments, but this game have so many it's hard to ignore them. There are more reasons why, but I feel like I would go on forever. It's fine if you like the game though.
I find all the mistranslations in the game to be funny. Besides, this game is challenging and boy do I appreciate that. This is probably my third favourite in the series. 3 and 5 are better, but it beats 6, 2 and 1 for me.

5 in my opinion was great, an improvement over 4. The graphics were updated, playing as other Navis was cool and it's my favorite of the 6.
