Given the kelp, its probably a west coast dive with cold water temps requiring a 7mm wetsuit. While she is neutral at depth, she will be positively buoyant at the surface as her wet suit uncompresses.

I use a STAB jacket in 1970 that has a mouth piece so u can use ur wasted air for buoyancy control
You know they make back plates if you want to dive without a BC so you dont have to hold it 🤷

Surface buoyancy is limited, back then you needed to be a strong swimmer.
