No, that is not correct. Norway has closed down bases for 30 years and systematically reduced the size of the army and the militia. The militia alone was 250000 men during the Cold War.

It was a different time, and military priorities have changed since then, so the reserves are smaller in number, but spending has still increased (more expensive equipment). If you check Norwegian military spending each year, and you check how much percentage wise the change is, you will find that Norwegian military spending is actually increasing faster than inflation (also as a percentage), meaning there is more spending to the military, it's just that as a percentage the amount has decreased. This has been the case almost every year, the only real exceptions have been 2022 and 2023 (since inflation got quite ridiculous), but over all it's an increase to military spending. Listened to a podcast with a Norwegian military expert, he said that the issue is that military inflation is faster than general CPI and IPI inflation and therefore military spending should follow GDP not IPI or CPI, to avoid reductions in military capacity as equipment prices increase. As well he recommended that the military should be professionalized and that recruits should ideally stay longer so that they are ready for war and stay long enough to be useful. Currently there is conscription for men and women however so few are recruited that it is essentially optional, some that appear as good candidates might have to do civil service to avoid serving in the military.
As Pelleplatou wrote above, those 50 billion are for new kit for the navy, army and for more personnel. Likely also GMLRS systems and additional air defense systems.
