I don't think I have really grasped her motivation behind her actions (she wants to be Student Council President and start a "new world order" or something like that). As for what she actually did, Kaya allied with a megalomaniac megacorporation known as Kaiser, which already caused several problems to students in troubled situations such as Abydos and RABBIT, to overthrow the Student Council Acting President (Rin). Kaya did so once before the end of the world happened and then a few days later, creating A LOT of discontent and chaos throughout DU, and now that everything is falling apart Kaya wants her lackeys to plant a thermobaric warhead under a semi-abandoned town to make a show of force.
Kaya betrays Rin, the acting general student council president, into stealing her spot and getting Rin sent to prison Kaya proceeds to make everything harmful illegal. Although this might be a good thing to do, keep in mind this resulted in a majority of public security and peace bureau members getting arrested. Kaya however, cannot keep up with the work that Rin endures every single day, not to mention her colleagues don't really like her. Seeing as how Kivotos isn't going how Kaya expected, she hatches a plan with Kaiser PMC (a mega cooperation) to blow up a one-ton missle under Kousagi Park, as to strike fear into the public. And we all know that doesn't work out, RABBIT squad resolves the issue and arrests Kaya and FOX squad (the group that follows Kaya's orders) The reason for all of this was that Kaya got jealous because of Rin's bigger... planets.
