And its not a very difficult skill to learn, most folks pick it up over time just being exposed to cars so much you just don't express it as a number instead categorize groupings like Slow,Speed Limit, Fast, and Holy Shit.

Its normal for every cop in the US to have a gun, cant remember ever seeing one without a gun but I do see a lot of vids from Brazil where two guys pull up on a biker to steal his ride, here they may encounter biker with a gun and get shot
