One of your men from your criminal organization (who was never given and never asked to broker a peace deal or truce) comes to you and tells you that the boss of the other criminal organization (that your at war with) wants to meet and broker a truce. You wouldn't ask yourself "who told this motherfucker to set up a meet? How was he not killed when he spoke to them? We are at war, I expected him to have murder "our rivals" the second he crossed paths with them?

He was never going to fall for Tessio's trick. He saw through Barzini just like he saw through Solozzo. And he wanted revenge for Sonny, he wasn't going to make a truce with Barzini.
The plan was to look weak “on purpose”. After Vito compromised so he could bring Michael back from Italy, he and Michael continued to look “weak” as a strategy to sniff out the traitors as well as to set up the final assassinations. Vito was the one that advised Michael on the situation

I think it was his father who alerted him to the betrayal. It was his fathers wisdom that alerted Michael that the betrayal would happen, after that, Michael then knew to be on guard.
But that is only part of it. Don Vito wouldn't be there to counsel Michael forever. Tessio had to bet on who would win after Vito died, Barzini or Michael. He bet his life on Barzini. That was a mistake. He should have stayed neutral and waited for the dust to clear.
*In the scene where Vito is talking to Michael in the garden, he tells him directly that whoever comes to him with a deal from Barzini is the traitor. There is nothing to "figure out." His father has told him directly who the traitor will be.*

Tessio really screwed the pooch. 1. He was there when Vito took command over him and Clemenza with a bold plan to wipe out Don Fanucci. 2. Tessio was there when Michael did the same thing, taking command from Sonny and Tom with the bold plot to kill Solozzo. That should have reminded him of Vito's move against Fanucci. 3. On top of everything, Michael still had Vito as his Wartime Consiglieri. To think that he could fool Michael and Vito combined was suicidally stupid. Michael said it was a 'smart move' but it really wasn't.
The fact that Michael rose to the rank of Captain (O-3), in the USMC, during ww2, n was decorated for valor in the Pacific theater- defines Michael's leadership abilities. And is mostly overlooked by characters, n audience. Every word inked by Puzo plays a role in character development. The man was master of his craft.

imho 3:21 it was Don Vito who advises his son Micky about the potential betrayer who would try to broker peace between the C family and Brezenne. Recollect the garden talk between father and son. So he already had the clue from the senior Don. So it was easy for him to identify the shift played by Clemenzze
You failed to mention his father Vito had warned Micheal that the person who approaches him for a meeting with the enemy would be the traitor which ended up being Tecio. Michael hiding out in Sicily also helped prepare him to be the new DON
If I ever observed someone conjuring up a plot to kill Sollozo & McKlusky such as Michael did? And on such short notice? I would NEVER betray that person. Such thinking is the sign of a master manipulator and one with a ruthless heart. The last person whom you'd want to piss off. Granted that none of this ever happened.

Tessio would have ended up dead, Barzini would have to get rid of him, he proved himself untrustworthy by turning on the family he was loyal to for so long, a traitor can never be trusted beyond their usefulness as a traitor. Once their treachory profits their new family/boss, they are no longer of use or trustworthy to that new family/boss. who's to say if they become unhappy in their new situation, that they won't become again a traitor to again further their own agenda. You miss the point. Tessio was calculating what would happen after the Don dies. Without the Don, Tessio thought Barzini would eat Michael for breakfast. That's not what happened. Tessio bet his life on the wrong horse and died for his mistake.
