The (summation x)^2 is calculated by taking the square of summation x. Summation x^2 is calculated by adding the individual square values of all observations separately. For example, there are three numbers 1, 2 & 3. The (summation x)^2 will be (1 + 2 + 3)^2 = (6)^2 = 36. While the summation x^2 will be (1)^2 + (2)^2 + (3)^2 = 1 + 4 + 9 = 14. Hope it helps!

This plus/minus sign is usually used to mention standard deviation, e.g. 3.6 is mean and 0.02 is the standard deviation of mean. Most likely it is so.
