The farmers need to be able to protect their crops from these things feasting and gorging themselves on them . Strong electric fences and / or concrete barriers are the answer. The government needs to invest and protect it's people or it will constantly be wasting money and resources on these rescue efforts
shouldnt the forest authorities also bring this to the notice of the police and catch the wrong doers? unless that is also a part of their job these things will continue to happen
