Peter initiated in Acts 2 v 38 this gift of the Holy Spirit was promised to every single believer there would ever be. Peter demanded repentance, then baptism in the name of the Lord Jesus Christ for the remission of sins so that the believer would receive the gift of the Holy Ghost. Roman's 6 describes the process. A believer becomes dead to sin and is buried in water but rises up a new person. It is the same spirit that raised Christ from the dead that raises the believer to a new life.
