So once you buy these chests and put them in your house, can all your characters access them? Like with my nord character can I create armor for my other Argonian character and then store it in the chest for my Argonian character?????

Cannot wait for these chests! I'm going to have a 'souvenir' one for quest stuffs I want to keep. Another bigger chest for gear for later....and no doubt another chest for 'saving this great gear for a rainy day when I make a healer/tank/nightblade char'. My bank is very full, so horray! Finally :-)
From doing the crafting dailies. You have a chance to get a writ, which is like another quest that asks you to craft specific quality items and when completed award writ vouchers. The amount you receive depends on how difficult the writ was to complete.
can you put stolen items it the chests ? like if i want to sell 140 stolen items to a fence but have like 10 items left an can't sell them that day, can i put away those stolen items in the chest for the next day ?

It’s actually me dying different pieces diff colors to achieve the rainbow look. The glow is part of the dro-m’atha motif style.

That’s correct. If you want storage containers you have to purchase them.

On ESO Live they mentioned that the prices for storage containers would go down on the PTS on Monday. Do you know the new prices?

That’s correct - only you can purchase them for yourself - no trading and you can’t let anyone use them but your alts.
