When his collegue asked if he would get help and he said he's not quite sure for what he needs help, he' not an addict....that was pretty sad. There he was in an attempt to apoligize but he was still a mess. Self medication is way to escape from deep seeded issues and he's at the point of hard core alcholism and illegal drugs use. To some that behaviour make's him "more like us" or "proves that he's real", to me it says he's unable to cope without getting high. He engages in high risk behaviour against better judgement, he's likely to be a liar and he's definitely slick and sneaky. The mayor is OUT OF CONTROL. He may not be a bad person but he has really bad problems. This should be the best thing that's ever happened to him - if in fact he admits and commits to get help.
