Now the game is full of rank 1 tryhards who solely depend on Marine Biologist to get kills.

I remember when I was religiously playing Camo Cactus, an Imp and a scientist were hunting me down, but I somehow killed both of them with one shot.
Useless fact: I realized that this Cactus in particular has piercing by default. So to answer your question cam, yes, there is collateral damage, but it's extremely situational that it's more rare than a legendary character piece.
Camo cactus is underrated imo I never see anyone else playing as them
Jade cactus is amazing for me, the splash is really strong and you can just shoot at a scientists heal station and it damages them and just is amazing, its health helps too and its speed decrease is barely even noticeable with the speed upgrade
The piercing camo cactus upgrade is useless
i remember when i was playing zen cactus on aqua center an engineer an imp and a all star in the middle
and i had to kill them all with garlic drone

his bullets magnetize to the enemy
he is immune to bean bombs, shuck shot, husk hop, and burrow
he is not targeted in game.

It seems that Wolfy doesn't have the strongest will as to master hot rod in order to get the Bat o Tronic(it would also be fine as he'd only choose him in the worst circumstances, which would be different from playing only mastered characters)
That part when the guy on game chat turned into a demon had me crying of laughter
