Seems like a good character with a lot of block sting potential the overhead low mix is pretty good but combo wise he seems to be lacking where kefla did
if he's walking forward, neutral ki blasts go through him, other types of blasts work tho so if he's walking through a ki blast, throw a beam at him and you'll get em.
