Try using some strips of drawer liner (rubbery stuff) on the edges of the stabilizer under the top hoop. That will snug the stabilizer so it won’t shift.
If your hoops are loose, add pieces of batting where the hoops meet to tighten. You can use some rubbery shelf liner which we use for ruler work in quilting. The shelf liner holds the rulers in place.

Put painters tape around your hoop before spraying and T-pins will help stabilize your hoop.

When you flip it inside out you will be embroidering direct on the front of the shirt.
