Does it use my PC hardware like ssd and graphic card or computes everything online ?

In my understanding, you would be running the 3D design software like Solidworks on your computer so yes, it uses the PC hardware, but not use for the storage of the flies.

Yes, it downloads local software to utilise your hardware, however, you can't download what you work on

3d experience is horrible with it's "cloud only" work. I tried CATIA and I hate it. I use only local, non-internet software
