Based on some clues as to the part of the world in which this took place, I would say that it is an unfortunately regular occurrence for that particular society. I will not comment on the social or political factors which may or may not have influenced this behavior, but I will say that people under a particular amount of duress without any means of proper recourse due to certain pressures will resort to turning their frustrations on to those more vulnerable, such as animals or juveniles. Such things have been wildly documented in that particular region since the advent of social media, and it's quite stomach-turning.
